Minimum Salary: $86,043.36

Mid Salary: $107,556.80

Max Salary: $129,064.00

 

Purpose of Classification:

The purpose of this classification is to assist the Program Manager in managing the planning, decision making, designing, construction and budgeting of major capital improvements for the CCWA and to serve as a liaison to Department Directors, consulting engineering firms, contractors and vendors.

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Manages projects and provides other necessary support to CCWA departments and staff: evaluates and provides comments and technical advice regarding designs and manages construction of water production, water reclamation and water, sewer, stormwater systems improvements; and directs CCWA staff in the delivery of projects.

Identifies and coordinates project scope, critical path tasks, funding requirements, interim project goals, project contingencies and other project management tasks: creates and coordinates project documentation, project budget, and project bid specifications; monitors expenditures; coordinates and updates project schedules; monitors project progress and adherence to objectives and contract specifications; and prepares and submits required reports and updates.

Represents projects internally for all CCWA concerns: consults with CCWA staff, contractors, engineers, and other officials to review status of projects, review/resolve problems, receive advice/direction, and provide technical expertise and recommendations.   

Coordinates project meetings, communications, and work activities between key business units, project teams, government agencies, and other participants: assists in resolving problems or conflicts; recommends solutions to problems and facilitates implementation; and prepares and/or executive summaries and reports for presentation to CCWA officials, boards, and others as requested.

Utilizes understanding of CCWA water withdrawals, discharges, water production plants, wastewater treatment, distribution system, conveyance systems, stormwater system, permits, and asset management practices to support execution of strategic master plan projects: directs project scope and definition; ensures project objectives meet system and customer needs; and provides input regarding master plans and project identification.

Serves as a liaison to engineering firms engaged in planning, permitting, designing and constructing improvement projects for the CCWA: coordinates the preparation and management of project work scopes and budgets; directs consultants in the delivery of projects; and reviews and approves consultant and contractor invoices for projects.

Follows business processes for developing scopes of work, obtaining approval for projects, and executing projects: utilizes established capital funding and financial procedures for planning capital projects; identifies, confirms, and monitors funding sources and amounts;  creates projects in CCWA computer systems, including placing tasks orders for approval routing; coordinates preparation of project reports; fills out forms; and approves fund transfers, project tasks and set-up, etc.

Coordinates planning, development, and implementation of CCWA master plan, asset management, and interdepartmental projects: participates in related financial planning and budget activities; monitors and updates strategic plans and work priorities; and participates in requests-for-proposal (RFP) teams.

Supports the Department Director in preparing Board and customer related presentations: prepares and provides information for presentations, board summaries, or project status updates as requested.

Reviews invoices, progress reports, and payment requests: ensures invoices align with project status and objectives; confirms CCWA documentation coincides with amounts on invoices and payment applications; confirms rates; and researches and resolves related issues.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, such as progress reports, invoices, payment applications, technical memos and reports, meeting agenda and minutes, scopes of work, fee proposals, GIS data, plant as-builts, plant records, engineering drawings, etc.; reviews, completes, processes, forwards or retains as appropriate; prepares or completes various forms, reports, correspondence, status updates, process flow charts, graphs, charts, requests for quotes, purchase orders, and other documentation; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.

Operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with CCWA officials, supervisor, other CCWA employees, third party service contractors, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Performs other related duties as required.

 

Minimum Qualifications:

Bachelor’s Degree in Engineering or a related field required; supplemented by five years of experience in relevant engineering and program/project management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Required: Must possess and maintain valid Georgia Driver’s License.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all CCWA or departmental policies, practices, and procedures necessary to function effectively in the position.
